Intensive spreading of payment intermediaries taking money from individuals has become the reason for mass discussion of the question of their legal status. The scale of this discussion has risen in direct relation to the social importance of functions which payment intermediaries perform. The absence of appropriate regulation of payment intermediaries’ activity can cause uncertainty not only in their actions, but also in monetary flows which they maintain. As monetary flows predetermine the stability of different social bonds in the modern society, as well as expediency of accomplishment of some actions, so negative consequences of uncertainty of the legal status of payment intermediaries can become a reason for severance of some social bonds.
