FORMATION OF THE CONSTITUTION-LEGAL POLICY IN THE RUSSIAN FEDERATION IN THE AREA OF IMPLEMENTATION OF THE CHILD’S RIGHTS AND FREEDOMS IN CONDITIONS OF STABILIZATION OF SOCIAL AND ECONOMIC AND POLITICAL DEVELOPMENT OF THE STATE

The article justifies the necessity of allocation and implementation of new independent type of legal policy – the constitution-legal policy in the area of implementation of the child’s rights and freedoms The definition is provided; the ideologically-targeted, regulatory, organizational-administrative, and. Practical components are analyzed. It is concluded that the constitution-legal policy in the area of implementation of the child’s rights and freedoms shall be solved at four levels: political – formation of the state social children’s policy; social – acceptance of federal and regional target programs; legislative–- all working acts of Russia should comply with the requirements of the Convention of the United Nations regarding the child’s rights; administrative – special committees involved in resolving issues of family, motherhood and childhood shall be arranged at the legislative and executive authorities.
