The article contains an analysis of advantages of cluster`s arrangement of the regional economics, the processes of territorial and production clusters formation in contemporary Russia. The special attention is paid to the issue of self-organizing clusters and the specific role of the state in this process, which is confirmed by the experience of clustering in the countries with developed market economies. The Soviet experience of creation of territorial and industrial complexes and the possibility of its use in the formation of clusters are being researched.
