INFORMATION-ANALYTICAL INFRASTRUCTURE OF THE LABOR MARKET AS THE TOOL OF IMPACT ON THE MIGRATION STREAMS OF THE REGION

The course taken by Russia for innovation of the economic development is conflicting with the lack of the labor migrants qualification required for the performance of the activity demanding special skills and abilities. Due to that fact the share of the heavy manual work performed by the major part of the modern labor migrants shall be significantly reduced in the structure of employment. Therefore, the mechanism of interaction between the qualification of the incoming labor force and the activity performed by the immigrants shall be developed; and the labor force that is economically required shall be attracted. The article has proposed four stages of impact of the migration on the balanced regional labor markets; has reviewed the mechanisms contributing to the increase of the balanced regional labor markets, which include the coordination of the volume, structure and directions of the external labor migration with the internal migration streams. The important condition of harmonizing the external labor migration and situation at the regional labor markets is the permanent monitoring of the balances of labor resources and the entire social-labor environment.
