TRANSFER OF THE AUTHORITIES AND ENFORCEMENT OF THE SUB-FEDERAL COMPONENT OF MANAGEMENT IN ESTABLISHING THE INNOVATION ECONOMICS IN RUSSIA

The article has examined the issues of establishing the economic, legal and other preconditions providing the more significant role of the sub-federal (i.e. regional and municipal) management in the implementation of priorities of the innovation renewal of the Russian economics. The article has underlined that the re-distribution of the authorities should be supported by enlargement of financial basis and incentives for the regional and local budgets. The issue of de-centralization of the authorities as one of the most important tasks on the way of the Russian economics modernization has been raised; the issues of publicity and openness of the authorities activity, further improvement of the inter-budgetary regulation and enforcement of the revenue basis of the regional and local budgets have been presented.
