ISSUES OF ARRANGEMENT AND IMPLEMENTATION OF THE POWER SAVING PROGRAMS FOR THE COMPANIES OF MUNICIPAL AND FEDERAL OWNERSHIP

The article has examined the issues of arrangement of power savings in the regions and the problems arising in the process of implementation of the programs. The current legislation does not provide for responsibility for non-achieving the expected results, the legislation provides for the responsibility for non-fulfillment of the measurements for power saving. As a result the managers of municipal and federal companies are interested in the increasing the volume of the funds allocated for power saving and are absolutely not interested in the result to be achieved. One of the issues is the wrong approach to evaluation of the expected results of power saving. The article has presented examples of the low-quality calculations for the actual facilities.
