INFLUENCE OF FINANCIAL INTER-RELATIONS OF THE BUDGETS OF DIFFERENT LEVELS ON THE POPULATION LIFE QUALITY

The article has reviewed the issues of influence of the financial relations of the budgets of different levels on the population life quality. The author has justified that the effective system of inter-budget relations should combine the action of two mechanisms of the budget leveling – vertical and horizontal. The retrospective analysis of reforming of the inter-budget relations system in Russia has been performed. The further directions of improvement of financial relations of the budgets of different levels have been determined from the point of view of increasing the life quality of the population of Russia.
