ISSUES OF REPRODUCTION OF HUMAN RESOURCES IN MODERN RUSSIA

The stage of depopulation was observed in Russia for a long time, which was accompanied by reduction of the qualitative property of the country human resources. Currently, insignificant increase in population is identified in the Russian Federation; however, positive trends in the human resources quality increase are absent. Both internal factors of demographic evolutions and deterioration of the population living conditions at the beginning of the post-Soviet decade resulted from social-economic experiments, as well as the further transformation of the Russian society made their input into the process. Policy of human resources reproduction is eventually a totality of state, municipal and departmental services rendered to population, the quality and offer of which shall be constantly improved.
