| Annotation: | At the present stage of development, one of the significant features of the Russian economics is its regional focus, which determines the priority of the solution of the major problems at the regional level. Differentiation of the entities of the Federation by various economic, social, environmental, and other parameters has identified different levels of their development and resistance to modern conditions of development. The priority of the regional level in the general concept of sustainable development of territories resulted in the emergence of objective need in the formation of the theoretical and methodological framework on problems of justification of necessity in the use of the systematic analysis, comparative assessment, scenario forecasting and the set of tools in order to ensure the effectiveness of strategies used for development. |
