METHODOLOGICAL APPROACH TO ENHANCE EFFECTIVENESS OF SPATIAL DEVELOPMENT OF RURAL SETTLEMENTS

One of the problems of rural areas is the outflow of residents and as a consequence reduction in the number of settlements, increasing the number of small and tiny villages. The article analyzes the system of rural settlements in Volgograd region: the paper discusses evolution of the settlement system of rural areas, and analyzes improvement of the housing Fund of the region. In order to optimize the settlement system the possibility of merging (concentration) of the population in large rural settlements is examined providing increase in volumes of housing construction. The assessment of economic efficiency of capital investments in housing construction from the point of view of replenishment of the profitable part of budgets of all levels is made.
