ANALYSIS OF FINANCIAL PROVISION OF THE STATE AND MUNICIPAL SOCIAL COMMITMENTS

The article examines the problems of budgeting at various levels. In the modern budgetary process of the Russian Federation, the key factors are the issues of increasing the efficiency and effectiveness of budget expenditures through development of management technologies in the system of arrangement of the state and municipal services. This means that the scientific study of the problem of effective financial management of socially significant budget expenditures of the state is practically demanded. The inadequate degree of elaboration of this problem determined the purpose of the article the study of socially significant expenditures of the federal and regional budgets on the example of the Volgograd region, and development of methodological proposals for improving the financial management system focused on the result.
