Annotation:

The current state of the Russian power engineering industry is characterized by a number of problems, the most critical of which is the aging process of fixed assets (both physical and moral) that is faster than the rate of their renewal. The deficit of investments necessary for the large-scale modernization of the industry is observed, which is due to the low commercial attractiveness of the energy investment projects due to the specifics of the industry. This leads to the need of searching the alternative instruments of financing such projects. One of such tools is the mechanism of public-private partnership, which allows combining the resources of business and the state for implementation of the socially significant infrastructure projects.
