| Annotation: | A number of negative social and economic problems and the reasons restraining development of the qualitative human capital at different levels of the hierarchy are reflected. The proposed concept of human capital development, which will create a qualified professional human potential with a high level of corporate commitment, ensuring the effective functioning of an industrial enterprise and sustainable socioeconomic development of the municipal administrative territory: the city, the district, the region, etc. The goal, tasks, tools and mechanism of the concept are examined in details. |
