The article examines the concept and essence of environmental terrorism, as well as the specifics of counteraction to it. The authors draw attention to the lack of legislative definition of environmental terrorism, despite the fact that ecoterrorism can acquire an interethnic, intercontinental character, even have worldwide irreversible consequences. Such negative trends of environmental terrorism as the expansion of the scope of terrorist activity, the increase in their level of organization, financial and logistical support, development and improvement of new forms and methods of committing terrorist acts that encroach on environmental safety are indicated. It is noted that at present there is a possibility of carrying out terrorist actions in potentially dangerous facilities, the accidents at which can endanger the life and health of the population or cause significant environmental consequences. The article also contains the results of a poll on the problems of counteracting environmental terrorism, as well as the degree of its public danger. The main directions of counteraction to environmental terrorism and the content of the events included in each of the directions are studied. Attention is drawn to the fact that minimization or elimination of the consequences of manifestations of environmental terrorism is of great complexity, therefore, the most effective areas for counteraction should be recognized as the prevention of and the fight against environmental terrorism. It is noted that the problem of counteraction to environmental terrorism is solved only with full interaction of all spheres and structures of our country’s society, as well as in close interaction and coordination of the activities of the entire world community, as the above-mentioned acts can acquire the status of a worldwide problem. In order to improve the effectiveness of counteraction to environmental terrorism, criminal law measures propose the introduction of changes to part 3 of Article 205 of the Criminal Code of the Russian Federation, allowing a more severe punishment to be imposed on a person who committed a terrorist act that create a threat to environmental security. |
