It has been established that in order to transfer the development of small and medium-sized industrial enterprises to innovative rails, it is critically important to solve managerial problems caused by the lack of own competencies and difficulties caused by the diversion of the company’s management resources from current activities. In order to solve these problems, the authors proposed a model of project management of innovations involving resources of organizations of the innovation infrastructure. A distinctive feature of the model is the separation of project processes into those that are aimed at the production of an innovative product, and those that ensure the promotion of an innovative product from the idea stage to the market implementation stage. This approach makes it possible to clearly divide the areas of responsibility between enterprises and organizations of the innovation infrastructure. An algorithm is proposed for determining, in the sectoral context, enterprises with the greatest potential for export development and import substitution at the regional level, taking into account product import-export operations in the exchange process not only with foreign countries, but also with other subjects of the Russian Federation. The methodology that underlies the algorithm includes a system of criteria for assessing the export potential and sets their weight when calculating the final indicators; specially designed questionnaire; a representative sample of enterprises formed during a series of surveys; calculation of indicators. The application of the algorithm makes it possible to assess the export potential of enterprises in the sectoral context, including from the point of view of opportunities for the development of non-primary exports. It is shown that the implementation at the regional level of measures to support non-commodity exports and import substitution stimulates an increase in the level of innovative activity of industrial enterprises. |
