The article substantiates the need to use the project approach in the food and processing industries in the agro-industrial sector, in order to motivate producers to optimally allocate resources. The analysis of the existing environmental situation at the enterprises of the food and processing industry in the agroindustrial complex, examines the economic problems associated with a low level of resource saving and insufficient use of low-waste technologies. Based on the study, it was found out that manufacturers are not sufficiently motivated to effectively distribute the resources received by enterprises. Special attention is paid to the efficiency of resource allocation, both incoming and outgoing from the food and processing industry based on the project approach. Existing methods based on the compensatory nature of payments for the use of natural resources are not effective due to a poor assessment of natural resources. The proposed implementation of the project approach, taking into account the optimal use of resources, pollution accounting, which are formed at enterprises of the agro-industrial complex, as well as the development of resource-saving projects and programs. The principles of the project approach in the environmental sphere of the food and processing industry in the agro-industrial sector, such as the principle of optimality, systematic, incentive, and the allocation of responsibility centers will improve the ecological and economic efficiency of the food and processing industry in the agro-industrial complex. In order to achieve the ecological and economic efficiency of the food and processing industry, a scheme for managing secondary resources has been proposed, which includes all the principles of the project approach.
