The article examines development of information-analytical system “Methods and tactics of combating corruption for the government and municipal officers”, which is planned to be tested at the executive authorities of the Volgograd region. The introduction of the information and analytical system will ensure an integrated approach to solving the tasks set, a phased monitoring of the implementation of measures, an objective assessment of the results of their performance, and an analysis of the anti-corruption environment. The use of the system will make it possible to refuse the processing of information in manual mode, reduce the possibility of errors in data processing and the preparation of analytical information. The paper presents the findings of an analysis of the use of information technology in the anti-corruption activities of the executive authorities of several regions of the Russian Federation. In particular, none of the platforms currently in operation implies access to training materials and the ability to control their learning. The proposed software product is a modern tool in the field of training and retraining of civil servants, allowing to conduct training, testing, certification, analyze the results, make the necessary adjustments to the practical activities of state and municipal bodies to combat corruption. This study is one of the first attempts to apply a systematic, comprehensive substantive and practice-oriented approach to the consideration of the institution of combating corruption and will allow developing a preventive direction in preventing corruption: anti-corruption education using digital technologies; provide an objective assessment of the anti-corruption environment and forecasting its development. The authors examined the subsystems of the informationanalytical system (information, training, testing and analytical); described the user interface being trained in the informationanalytical system and the interface for the inspection staff; presented the architecture of the software product that allows automating the work of information and analytical systems. |
