Annotation:

The article comprehensively and systematically examines certain aspects of the problems of legal regulation of the process of providing information about income, expenses, property and property obligations by civil servants and their solutions. Among others, several reasons for employees’ failure to comply with the requirements for declaring property belonging to them are being investigated: low level of awareness of income data requirements in sulfur; imperfection of the regulatory framework in the field of the declaration mechanism; the inconsistency of the positions of the executive authorities and the prosecutor’s office on the practice of holding employees accountable for providing incomplete and / or inaccurate information; other A relatively new problem area is analyzed, related to the universal succession of inheritance and its reflection in the data on incomes, expenses, property and property obligations, especially regarding the mass of inherited property that was accepted by the heir but not registered in the prescribed manner. Individual typical widespread mistakes made by state civil and municipal employees in the process of declaring their incomes and assets are systematized, ways to solve these problems are suggested, special markers are identified that can show the presence of such mistakes to personnel departments. Anti-corruption measures proposed by the authors, including the information and analytical system being developed, are completely new, not only theoretically, but practically justified, are based on individual experience and can contribute to ensuring the effectiveness of personnel and other departments of state and municipal authorities on implementation of anti-corruption measures.
