ASSESSMENT OF REGIONAL CONDITIONS FOR DEVELOPMENT OF THE DIGITAL ECONOMY CLUSTER

The article proposes a method for assessing the prerequisites for formation of the digital economy cluster at the regional level based on the generalized potential assessment. There are 4 enlarged resulting factors, the share of which in the overall indicator is determined on the basis of expert assessment (availability of the necessary infrastructure for cluster functioning in the region, strategic development, motivational conditions for doing business, demand for cluster products in the region). Each resulting factor is calculated based on the score values included in its indicators (the score can range from 1 to 5). Then the formula is used to calculate an integral indicator that characterizes the conditions for formation and development of the digital economy cluster in the region. On the example of the digital cluster of Bryansk region, the assessment of availability of the appropriate infrastructure in the region for functioning of the cluster was made, which amounted to a total of 3.8 points; the assessment of strategic development — 2.1 points; the assessment of motivated business conditions — 2.8 points; assessment of demand for cluster products in the region — 4.2 points. The integral indicator that characterizes the conditions for formation of the digital economy cluster was 3.222. For clarity of the results, the assessment is performed as a diagram. Calculating this indicator in dynamics allows assessing changes in conditions for formation and development of the digital economy cluster, as well as to compare it with other clusters and regions. This is important when developing programs and strategies for development of sectors of the national economy, regions and the country as a whole in terms of effectiveness of the management decision-making.
