Annotation:

The article presents modern paradigms of development of the productive forces, mainly related to manufacturing industries with high scientific and technical potential. The modern world socio-economic system, of which Russia is an integral part, is facing a deep crisis as a result of trade wars, political and sanctions confrontation, aggravated by the coronavirus pandemic. The global uncertainty index is increasing, and production is falling everywhere due to the suppressed global demand for goods and services, and restrictions on business communications. National economies are often the links in a single cross-border value chain, and uncertainty jumps become more synchronized due to the overall dynamics of production and consumption, and similar regulatory instruments. In addition, the change in the technical structure of the last decade, the digital transformation that has entered an active phase, requires all countries to find non-trivial ways to organize and manage high-tech production activities in the industrial sector, otherwise there will be a hopeless slide into the number of outsiders of history. The exhaustion of purely market mechanisms and models for the priority organization of production with high added value requires identification of new ways to boost business activity of industrialists and entrepreneurs on the basis of a targeted policy that provides clear and stable business conditions for the planning horizon of up to three to five years. When justifying the directions for revival of the industry on a new technological and social basis, the institutionalization of state planning and management should refer to both the experience of centralized management of the economy of our country, and to the best world examples.
