Annotation:

The article analyzes the features of the emerging apartment market as a part of the St. Petersburg hotel services market. Particular attention is paid to the legal regulation of the classification of accommodation facilities and the problems of classification of apartments. The adoption of a law prohibiting accommodation in organizations providing hotel services has led to the departure of many enterprises from the market. Service apartments may fill the emerging niche in the hospitality market. Existing national classification systems for accommodation facilities cannot consider all the features of hospitality facilities. New types of accommodation facilities may have significant differences that make classification difficult. The existing legal regulation of the hotel services market in the Russian Federation does not consider all the differences between individual types of apartments. This situation leads to problems in determining the target audience when positioning service apartments, difficulties in managing and maintaining a stable level of quality of hotel services. Based on the analysis of offers existing on the St. Petersburg apartment market, the main features of service apartments as means of accommodation are highlighted: level of comfort, location, range of basic and additional services. However, price offers in the service apartment market do not always consider these characteristics. The basis for pricing is not quality indicators, but the pricing policy of developers. Conclusions are made about the need to consider the characteristics of apartments when classifying them as accommodation facilities. Recommendations on the development of the market of service apartments as a means of tourist accommodation have been developed. The conclusion is drawn on the need to improve the legal regulation of the provision of hotel services to tourists, in particular, the adoption of a federal law on tourist housing.
