PROJECT APPROACH IN THE INDUSTRIAL DEVELOPMENT MANAGEMENT

In the field of the world and domestic economies transformations in the last two decades, industrial development issues are becoming highly relevant and significant not only from the standpoint of ensuring the sustainable development of traditional sectors and the formation of new industry segments, but also from the standpoint of increasing economic growth in general. Ensuring the required effectiveness of industrial development involves the development of new, more effective tools for implementing industrial policy. In this regard, this article is devoted to the consideration of the using project management methods in the industrial development management. The author’s understanding of the categorical essence of industrial development projects is given. The arguments in favor of using the project approach in the formation of industrial policy instruments for the development of specific sectoral complexes of industry and individual industrial enterprises are considered. Depending on the tasks scale, such levels of development and implementation of industrial development projects as megaprojects, multiprojects and monoprojects are identified. The scheme of the target objects of the project management of industrial development and the classification of industrial development projects depending on the scope of their development and implementation — at different levels government, municipality and private business — are developed and presented. The main advantages and disadvantages of applying the project approach to the industrial development management are highlighted; obstacles to its using are identified. The methodological provisions proposed by the author related to the application of project management methods in industrial development can become the basis for practical recommendations of designing development projects for specific industry complexes and enterprises and are aimed at further development of the methodology industrial policy.
