RESOURCE SAVING AND RESOURCE EFFICIENCY AS AN IMPERATIVE OF SUSTAINABLE DEVELOPMENT OF THE NATIONAL ECONOMY

The article substantiates the need to ensure the sustainability of the economic system based on the concept of resource saving and abandonment of the basic principles of the frontal economy that currently dominates. The nature-depleting character of the existing model of economic growth determines the need to identify the main challenges that can be answered by solving the problem of choice in the “consumption — resource-saving” system. The solutiont of this problem lies in the plane of achieving a higher level of resource efficiency and at the same time ensuring a resource saving regime, which in a strategic perspective should become a source of economic growth of the national economy. Such actions will require a conscious acceptance of the need to reduce resource consumption and ensure a massive transition to new technologies in the interests of a significant reduction in resource intensity. The article discusses the possibility of solving the dilemma “consumption — resource saving” through the application of the concept of economic sustainability from the standpoint of saving natural capital as the most valuable resource that determines the future possibility of the existence of modern civilization. The imperative of resource efficiency is a consequence of the principle of efficient use of resources in the production and consumption process. A functional model of sustainable development based on compensation for the use of natural capital is presented by means of building up intellectual, human and physical. The model involves the use of resources in such a way that satisfying human needs in modern conditions does not harm the consumption of future generations while maintaining the environment. It involves resolving the issue of determining the minimum necessary level of expenditures of natural capital, subject to the achievement of a given volume of national production. It is proved that the achievement of the triune goal of sustainable development is possible on the basis of development of acceptable solutions to the problem of resource saving.
