Annotation:

The importance of the small and medium-sized enterprise (SME) sector is determined by its impact on the country’s sustainable economic growth. An increase in number of small and medium-sized enterprises leads to an increase in competition. This sector largely determines trends to increase innovation activity in the country. However, despite the market transformations taking place in Russia that contribute to the development of the SME sector, today the huge unrealized potential for development of this sector remains in the domestic economy. Effective implementation of this potential is impossible without understanding the relationship of small and medium-sized businesses with the factors that form the macro and microenvironment. In this paper, the authors aim to identify the main factors of SME macro-environment, what affects a development of small and medium-sized businesses. The analysis of the macro environment revealed four main sub-environments that reflect the influence of factors on the development of the SME sector: the political and legal environment, socio-economic environment, innovation environment, and information environment. The results of the study were to identify factors subset of the macro functioning of SMEs, the formation of a unified macro-environment of SMEs and the structure of the total external environment of SMEs, as well as relations of interaction between SMEs and actors in the microenvironment. The data liaison between representatives of the sector of small and medium enterprises and micro-entities can be described through mathematical functions: 1) involves direct exposure and the presence of feedback, distributed in time, 2) implying indirect effects on SMEs (in this case, communication can be described by quantitative variables, called mediators). The influence of macro-environment factors can also be expressed by quantitative variables called transmitters and converted by means of mathematical description. The obtained results formed the basis for further research in connection with the identified possibility of mathematical description of interaction relationships with the further construction of predictive models for the development of the SME sector.
