ENSURING ACCESS TO LEGAL INFORMATION IN THE FIELD OF NORMATIVE ACTIVITY

This article discusses the issues of official electronic publication and publication of regulatory legal acts not only at the Federal level, but also at the level of the entities of the Russian Federation and local self-government. Among the arguments for this need, one can cite, in particular, permanent changes to the current legislation, which makes it difficult to quickly get acquainted with the current version of the regulatory legal act. The authors consider the ways of electronic publication, address the problems of ensuring citizens’ access to legal information, which should be considered as implementation of their constitutional right to information. The article highlights various points of view on the issue of creating a unified system of norms regulating procedure of adoption, publication and entry into force of the normative legal acts in Russia. The authors provide an overview of the main official electronic sources of publication of normative legal acts. On the example of Volgograd region and municipal entities of Volgograd region, the positive trends in accessibility of the normative legal acts of regional authorities and municipalities are analyzed, among which technological progress, as expressed in the ease of finding legal information. At the same time, it should be noted that the websites of many municipalities contain only the Charter of the municipality, so the authors propose to establish the obligation of public authorities to publish all adopted normative legal acts to ensure access to legal information. The authors reviewed the existing electronic databases and identified the principles of functioning of the systems for providing access to legal information. Summing up, the authors consider how it is possible to technically switch from paper-electronic to electronic-paper document management.
