TRANSITION OF THE SYSTEM OF ADDITIONAL PROFESSIONAL EDUCATION IN THE STRUCTURE OF ROSGIDROMET TO A COUPLED DEVELOPMENT MODEL

Annotation:

The article considers the global problems of the modern earth’s civilization in which the share of climate change problems has increased. These include: catastrophic environmental pollution, including atmospheric pollution; decline in biodiversity; the results of the irrational use of the resources of the oceans, including pollution of the seas and oceans; the problem of global warming; expansion of ozone holes; increased hazards associated with the greenhouse effect, etc. The current state and trends in the development of additional professional education in the Rosgidromet system, carried out on the basis of the Institute for Advanced Training of Executives and Specialists as the only institute of additional professional education in the structure of the Federal Service for Hydrometeorology and environmental monitoring, including the analysis of the programs for additional professional education implemented by the Institute in proportion to the distribution of Rosgidromet specialists by areas of activity were analyzed. Based on the current state of the processes in advanced training and professional retraining of Rosgidromet employees, the transition of the personnel training system of Rosgidromet in modern conditions, taking into account climate change affecting the tasks of hydrometeorology and environmental monitoring, is justified from the model of a pulling development scheme — the G2 “market attraction” model — which is effective in crisis economic conditions, to the G3 “coupled” model, which demonstrates the counter movement of scientific and practical achievements, and which is expedient for use in overcoming the crisis, and allowing to increase the speed of implementation of the urgent requests of Rosgidromet, adequate to the rate of climate change on Earth, on the one hand, and the high dynamics of market processes for the emergence of new technologies, on the other hand.
