The economic development of the country and its regions is largely based on labor potential as an integral part of the economic potential, which is an integral characteristic of the able-bodied population and, in a broader sense, human potential. In the context of qualitative transformations and innovation processes, the actualization of human capital, significant changes are taking place in the possibilities of productive use of labor potential. We are talking about both working conditions, increasing requirements for the potential of knowledge, mobility, expanding competencies, as well as regulatory mechanisms for regulating the labor sphere. The widespread introduction of professional standards based on the National Qualifications Framework leads to the structuring of the requirements for employees in various segments of the labor market, both in terms of their level of competence and the corresponding specialized education. The youth labor market reacts most actively to such changes, since its subjects begin their labor activity already in new conditions and must fully comply with published requirements. As a result, questions of professional choice are shifted to the earliest stages of decision-making about a future profession, which characterizes changes in the very model of career guidance. Here we see the possibility of widespread use of the mechanisms of social partnership in organizing the interconnection of subjects that implement various functions and are united in the implementation of one of them vocational guidance of young people. To ensure a conscious professional choice, it is necessary to design new institutional mechanisms of interaction as a response to the transformation processes taking place in modern society. The use of agreed institutional channels on the basis of social partnership agreements makes it possible to improve the quality and competence of career guidance actions, while not creating additional transaction costs due to the unification of various organizations based on common goals. |
