HUMAN RESOURCES POLICY IN THE LOCAL GOVERNMENT BODY: ITS ROLE AND THE IMPLEMENTATION PROBLEM

Annotation:

Within the framework of the research presented in this article, a set of measures has been developed aimed at solving personnel problems in the local government body by choosing the most effective human resource policy and HR strategy. It is the personnel policy that is the subject of the study. HR policy is an integral part of the entire management and production activities of the organization. The presented analysis and evaluation of the following indicators: the dynamics of the number of personnel, the dynamics of filling vacant positions of municipal employees, the age structure of the personnel composition of municipal employees as a whole demonstrates the inefficiency of the HR decisions taken. According to the results of the study, the main problem identified is the aging of personnel. The developed and formulated proposals for solving this problem, taking into account the short-and long-term prospects, aimed at improving the personnel policy of the municipal administration include a focus on long-term planning for attracting young professionals. It is this direction that will be the HR strategy for the future with an open personnel policy. Within the framework of the chosen HR strategy, four areas of implementation are identified: promotion of the trend of concluding targeted contracts for training school graduates in universities in the relevant specialty at the expense of the municipal budget; creation of an internship program that will become an analog of a career school operating on the basis of the Government of Moscow and the Moscow region; creation of a system of professional and career promotion of young people in the municipality; management of the motivation system, including material and non-material components. The proposed measures will be relevant for application not only in a particular municipality, but also in other organized systems of this level of management, if there are similar problems with the issue of personnel management.
