THE CONCEPT OF ANTI-CORRUPTION IN THE REPUBLIC OF CRIMEA

The article is devoted to the problems of combating corruption at the regional level. Corruption is one of the main threats to national economic security. The anti-corruption component of the economic security system of the Russian Federation consists of an integral characteristic of the states of economic security of its individual subjects. Therefore, the effectiveness of the economic security system of each individual region with its characteristic specific features, strengths and weaknesses determine the level of national economic security. Within the framework of the study, such concepts and their economic and semantic content are clarified in a methodological format as “the activities of state (executive) authorities related to economic security and anti-corruption” and “ensuring economic security”. Attention is paid to the understanding of the economic and semantic meaning of the basic universals of the system of ensuring economic security and anti-corruption impact in the context of the dialectic of the individual, special and general. The characteristics of the main economic consequences of the “economy shadowing”, the specifics of corruption processes in the Republic of Crimea are given; the development of corruption phenomena in the region is comprehended on the basis of economic and socio-psychological approaches. The specifics of the political, cultural, and economic situation of the region, the presence of strategically important objects and its special territorial structure — borderline, exclave — determine the originality of the socio-economic development of the subject, the system of ensuring its economic security. This article presents foreign and domestic experience in countering corruption and the growth of the shadow economy, conceptualizes anti-corruption measures in the Republic of Crimea in accordance with the nature and degree of danger of corruption phenomena, national and regional features of the socio-economic development of the region in an economic and organizational format.
