Annotation:

The article is devoted to the issue of common problems of Russian resource supplying organizations using the example of water utilities and the study of ways to coordinate their activities to solve common problems. The methodological basis of the article is the architectural approach to enterprise management, namely, the method of forming the requirements for the management system. In the field of water supply and sewerage, a number of significant accumulated problems are observed, for example, physical and moral obsolescence of fixed assets, associated excess losses, insufficiently effective management. These problems have a multifactorial impact on the political, economic and social situation in the regions. The hypothesis of the study is the assumption that since these problems are common to the industry, the unification and effective coordination of water utilities will contribute to solving the problems discussed in the article. The aim of the study is to formulate the requirements for the management system of the merger of water utilities. In the course of the study, the following tasks were solved: the systematization of the problems of water utilities was carried out, the main forms of coordination of the activities of water utilities and the tasks solved in the course of such coordination were identified and analyzed. As a result, the conditions for the effectiveness of forms of cooperation between water utilities were identified, the stages of formation of regional associations were proposed, and the characteristics of these stages were given. The step-by-step passage of the organization of the combined structure is intended to increase the efficiency of management, the economic efficiency of the activities of the members of the association, to optimize costs, and to increase the transparency of financial flows. At the same time, the independence of the members of the association is preserved. In the course of further research, it is planned to detail the stages considered and to develop criteria for the effectiveness of associations, the required measures of state support and investment programs.
