Annotation:

The article reveals the possibilities of using engineering methods in solving modern problems of organizing the scientific and technological development of industry. An analysis of trends in the organization of the development of science and technology in the Russian industry revealed a significant contradiction between the goals and objectives of academic and sectoral science from the point of view of forming the basis for innovation. If, in the first case, research and development is aimed at obtaining new knowledge that, in principle, does not claim to be mastered in practical activities and has independent value for social progress, then the tasks of sectoral science are focused on finding answers about the best ways to meet the social needs of industrial products. Understanding such a dichotomy of the process of scientific and technical activity provides the basis for proposing a concept of organizing a counter-flow of demand for R & D results, which is based on the research cycle of branch science while simultaneously concentrating the participation of academic institutions on solving the problems put forward by participants in the market for scientific and technical products at the level of the main link, taking into account the priority of tasks generated by factory science. The implementation of such an “industrial” model of organizing scientific and technological development in industry with the wide application of the principles and methods of industrial engineering allows us to solve the main problems that impede innovation, as well as reduce the severity of negative circumstances that destabilize its progressive development. The research recommendations are based on the principles and methods of industrial engineering, which make it possible to realize modern requirements for the results of research and development work, which stem from a value approach to understanding the needs of their customers.
