The article comprehensively and systematically examines certain aspects of the problems of legal regulation of the process of control over the costs of officials and ways to solve them. The authors come to the conclusion that, despite the rather detailed regulation of the procedure for monitoring the compliance of officials’ expenses with their income, the results of which are the basis for initiating the above mechanism, it is necessary to make a number of changes to the current legislation to eliminate the existing legal gaps. It is necessary to use the value of the subsistence minimum established in the specific region where the official, their spouse and minor children work and live. In addition, one should take into account the socio-demographic group of the population to which the official and their family members belong, since the value of the subsistence minimum is set separately for the able-bodied population, pensioners and children, and also take into account the number of family members who are dependent on this person. It is assumed that when exercising control over expenditures, monetary funds in an amount equal to the subsistence minimum must be taken into account in the number of monthly expenses of an official and their family members and be excluded from their total income. The anti-corruption measures proposed by the authors, including the developed information and analytical system, are completely new, not only theoretically, but also practically grounded, are based on individual experience and can contribute to the effectiveness of the work of human resources and other departments of state and municipal authorities on the implementation of anti-corruption measures. |
