Human potential in modern realities is the most important socio-economic category, closely related to many indicators of the quality of life of the population and affecting economic growth, scientific and technological progress, cultural and social development of society. The author’s earlier studies have revealed a strong relationship between indicators of the human potential of the population and indicators of the scientific and technical potential of the regions. This article presents the results of a study of functional relationships between the components of human potential and socio-economic indicators of the quality of life of the population. The study was conducted by the method of correlation analysis in the regional context, taking into account shifts in time series for the period from 2010 to 2020. As a result, a number of patterns were confirmed in the relationship between the components of human potential and socio-economic indicators of the quality of life. In particular, the strongest influence on most components of human potential was revealed by economic indicators characterizing the level of well-being of the population: average per capita cash income, poverty and unemployment. Also, links were found within the structure of human potential between its components: a close relationship between life expectancy indicators, crime rates and the spread of alcoholism and drug addiction; in particular, the negative impact of crime, alcoholism and drug addiction on life expectancy, and the positive impact of natural population growth and cultural potential; the negative impact of alcoholism and drug addiction on infant mortality and the number of crimes and murders; the negative impact of crime on indicators of population inequality, etc. The results obtained can be used in the formation of a strategy for the development of regions.
