The article assesses the current state of the seed market of agricultural crops in Russia, identifies trends in its development in the post-Soviet period, outlines threats and risks from the global seed market. Based on the study of statistical data for a number of years, the authors note that the level of import dependence on agricultural seeds threatens Russia’s food security. The paper presents the opinions of leading Russian scientists, and outlines the authors’ vision of the reasons that led the country’s breeding and seed production to such a disastrous state, while in Russia there are all conditions for the development of breeding and seed production of most crops. Among the main obstacles, the authors name the lack of demand from Russian agricultural holdings and farmers who prefer seeds of foreign selection due to the higher quality of seed material and service support. The main way to overcome the dependence of the agricultural sector on foreign seed producers is to implement import substitution and import advance strategies based on the breeding of high-yielding crop varieties and hybrids that not only meet the world standards, but also surpass them. Proposals for the revival and development of breeding and seed production in Russia are: training of breeders and seed growers of a new level; development of legislative frameworks for financing the latest developments with the involvement of investors; a temporary moratorium on the import of seeds produced in the country; taking measures at the state level to withdraw lands selected from specialized research institutes, experimental and seed farms; legal prohibition on the withdrawal of agricultural land from circulation. |
