OPPORTUNITIES FOR INCREASING THE COMPETITIVENESS OF THE RUSSIAN HEALTH CARE SYSTEM

Annotation:

The article considers the positions of the Russian health care system at the global level, identifies challenges and threats for domestic health care. Demographic threats lead to a reduction in the population of the country; there are significant lags behind developed countries in terms of mortality of citizens of working age and life expectancy. The successes and problems of domestic health care in the fight against the COVID-19 pandemic are noted. Despite the recommendations of the WHO and the UN, the analysis shows an insufficient level of health care financing in Russia. In the context of a difficult geopolitical situation in 2022, the problems of import substitution in the health care sector are considered. The author’s approach is stated, including directions for increasing the competitiveness of the Russian health care system. The effectiveness of state programs in the field of health care, improving the efficiency of the industry at the level of the country and regions, contributing to the improvement of medical and demographic indicators, is proven. As part of the fight against pandemics and epidemics, the task of bringing the actual number of infectious beds reduced as a result of optimization in accordance with the standards is defined. The necessity of increasing the financing of the industry to replenish the costs of treating patients in the context of the annual rise in the cost of medical care is substantiated. To make up for the lack of financial resources in health care, it is proposed to attract additional tools in financing Russian health care: public-private partnerships, voluntary medical insurance, etc. The expediency of this approach has been proven at the regional level on the example of the health care system of the Sverdlovsk region. Important factors for increasing the competitiveness of the industry are: creating conditions for self-sufficiency in medicines and medical equipment through the organization of a full production cycle as part of import substitution, innovative development of domestic health care
