ECONOMICS AND ORGANIZATION OF MODERN PUBLIC TRANSPORT IN THE LARGEST CITIES OF RUSSIA BASED ON THE METRO AND TRAM

Annotation:

The development of a modern city and its suburban agglomeration today is largely determined by the presence of the metro, and the degree of its integration with other types of urban transport, first of all, rail transport. In this case, the tram is of the greatest importance, which can approach the subway in terms of speed and comfort, while having a lower cost of travel. A reasonable combination of metro and tram in the urban and high-speed suburban versions allows reducing capital investments and operating costs, which will make the fare minimal, affordable and attractive, and will also create conditions for citizens to operate their own motor transport less and use public transport more often. Monographic studies, our own research, content analysis of official sources of information allowed us to formulate a number of proposals for the Implementation Plan for the “Transport strategy of the Russian Federation — 2030”. In particular, it was proposed to start construction of a metro (with a tram) in all fifteen cities with a population of over a million at the expense of state (budget) funding and the creation of a federal agency (ministry) of urban public transport with its production branches in these cities in the form of state unitary enterprises. This will make it possible to develop new master plans for the innovative development of urban agglomerations of regional significance, and will give an accelerating impetus to the local economy and the urban social sphere. Forecasts, sources and amounts of financing for the construction of the metro and new stations are given. The article presents comparative characteristics of the functioning of the metro, combined metro-tram systems in major cities of the world and the CIS.
