The organization of the digital profiling system in the Russian Federation is original and unique. But in order to take into account all the nuances in its creation and functioning, it is necessary to analyze foreign experience in building models of digital profiling in order to borrow advanced ideas and technologies that can be successfully implemented in the Russian system. The objectives of the research are to determine on the basis of an analysis of European models of digital profiling most effective way of developing this system in the Russian Federation, as well as an assessment of measures taken by European states to improve user identification and authentication procedures. The research showed that the digital profile is a key contribution to the creation of digital public services focused on the user. It is argued that the legal regulation of identification and authentication processes, as well as the creation of digital identity is necessary to make public and private services more accessible to users. At the same time, in many states the idea of creating digital identity cards is closely related to the goal of creating a national e-government system. It has been established that in terms of creating and developing a digital profiling system, one of the most advanced countries is Estonia. The research notes that the main tendency in the programs and strategies developed by the EU member states is the transition to mobile devices for electronic identification, including the linking of digital identity cards to mobile devices. By presenting an overview of European models, the article aims to contribute to the discussion on how we can better organize the process of building an e-government in the Russian Federation. |
