FUNCTIONS OF STRATEGIC CONTROLLING FOR AN INDUSTRIAL ENTERPRISE PERFORMING THE STATE ORDER

In recent years, issues of ensuring the country’s technological sovereignty and the sustainable development of science-intensive industries, among which instrument engineering occupies a special place, have acquired particular importance. The article considers the main indicators characterizing the innovative and technological development of enterprises by type of economic activity “production of computers, electronic and optical products”, a significant part of the products of which are related to special-purpose products. The results of the analysis of these indicators allow us to conclude that, despite the persistence of certain positive trends in this area, the recently introduced economic sanctions can, to a certain extent, hinder the innovative development of organizations in the sector of the economy under consideration. At the same time, given the role of these enterprises in improving the country’s defense capability, as well as the tasks associated with import substitution in the industry, there is a need to develop management systems for instrument-making enterprises based on controlling principles in order to increase the role of the state customer in decision-making processes at all stages of innovation and production and technological cycle associated with the release of special-purpose products. The article substantiates the need for integration of controlling functions at these enterprises and customer representatives to increase the degree of stability and adaptability of various stages of research and production programs to changing factors in the microand macroenvironment of industrial organizations. The article also presents the main factors that must be taken into account when formulating a rational strategy for controlling an industrial enterprise, and types of state strategic controlling. The developed system of anti-crisis management of special purpose enterprises, based on the use of controlling tools, is focused on improving the efficiency of decisions on the financial recovery of industrial enterprises in the industry in question, as well as the validity of the development programs for the industry as a whole formed by the relevant ministry and departments.
