In connection with structural changes in the economy and with the development of new types of hightech industries, the requirements for the human capital of the region are also changing. In modern conditions, there is a need to form not just a “healthy” or “educated” human capital of the region, but also one with new qualitative characteristics (intellectual, entrepreneurial, and other abilities), which play an ever-increasing role in regional development. The study of the parameters of human capital and its contribution to the development of the region’s economy at the present stage is becoming the most important research task. All this requires the improvement of approaches and methods for assessing human capital. In this regard, there is a need to study the scientific developments of both foreign and domestic authors. Therefore, the article considers modern approaches to the assessment of human capital. The author’s analysis of the available methodologies for assessing the human capital of a region reveals that the approaches and methods proposed by the authors of the works consider this problem fragmentarily, and that there is no single generally accepted methodological approach and integral indicator, which would be suitable for adequately reflecting the development of human capital in the region and could take an important place in comparison with other regions. At present there is an urgent need for proven methodological approaches to the assessment of human capital at the regional level, which in the future will allow to offer a comprehensive assessment of the region’s human capital in order to ensure its objectivity and comparability on the basis of reliable information. |
