The article presents a comparative analysis of the indicators of the accumulated municipal debt of the Southern Federal District and the Russian Federation for the period 2021—2023. The dynamics of the share of the municipal debt of the Southern Federal District in the total municipal debt of the Russian Federation is calculated, the composition of the municipal debt of the regions of the South of Russia is analyzed. Multidirectional trends have been established regarding the municipal debt of the regions of the Southern Federal District. Municipal formations of such regions as the Volgograd region, the Republic of Kalmykia, the Rostov region increased the amount of debt by 174.6 million rubles, 83.7 million rubles, 127.9 million rubles respectively. The highest growth rate of municipal debt was observed in the Republic of Kalmykia and amounted to 13.9%. The municipalities of the Republic of Adygea, the Astrakhan region, the Krasnodar Territory reduced their debt by 136.9 million rubles, 366.2 million rubles, 7359.7 million rubles respectively. As of January 1, 2021, the share of municipal securities, loans from credit institutions, budget loans, municipal guarantees in the total amount of accumulated debt was 4.5 %, 67.5 %, 27.2 %, 0.9 %, respectively. As of January 1, 2023, similar figures were 5.6 %, 37.6 %, 56.3 %, 0.4%, respectively. The authors substantiate the main directions for improving the mechanism of lending to municipalities of the Russian Federation. formation at the expense of federal budget funds of a specialized fund for targeted lending to municipalities of the Russian Federation at interest rates not exceeding those established by budgetary legislation in relation to budgetary loans The results of the study can be used by local governments, state authorities of the constituent entities of the Russian Federation and the Russian Federation in the formation of monetary policy. |
