FEATURES OF THE INSTITUTIONAL ENVIRONMENT OF THE CIRCULAR ECONOMY

The circular economy is becoming more popular and gaining momentum, as it is destined to improve the quality of life in terms of environmental, social and economic benefits. This article analyzes aspects of the circular economy presented in various scientific and theoretical studies by various authors. The degree of knowledge of the problem is substantiated from the position of foreign and domestic authors studying the issues of the circular economy. The purpose of this study is to identify the features of institutions and the institutional environment in the circular economy. The materials of the Unified digital platform of the circular economy, statistical data of the Federal State Statistics Service in the field of sustainable development and the environment were used in the study, as well as various scientific methods of empirical research: a theoretical and descriptive method, including the method of generalization, synthesis, induction and deduction, the theoretical analysis of scientific foreign and Russian literature. As a result of the study, the main directions for the organization and development of measures to involve waste in circulation as secondary material resources are identified; two aspects of the circular economy are considered from the point of view of measures of institutional pressure; the principle of operation of the circular economy in Russia is explained; statistical data in the field of education, recycling, neutralization and disposal of production and consumption waste are analyzed. In conclusion, the article notes that in Russia the emergence of a circular economy is only gaining momentum, compared to other more developed countries.
