PRIORITIES OF HEALTH CARE DEVELOPMENT TO ENSURE ECONOMIC SECURITY AT THE NATIONAL AND REGIONAL LEVELS

The article considers the indicators of the health of the country’s population, reveals lags at the international level. The achievement of indicators of the national projects “Demography” and “Health care” is analyzed. There are high mortality rates in Russia compared to developed countries, including the rate of preventable mortality due to the coronavirus pandemic. The reasons for the high mortality of the population in our country, due to the aging population, poor health, and optimization of health care, which led to a reduction in the industry’s resources needed to provide medical care, are determined. At the same time, the success of the Russian oncological service in achieving the target mortality rate from neoplasms is noted. The positive effect of the timely adoption and implementation of the national projects, the state programs “Birth Certificate“, “Maternity Capital”, the success of the Russian Child Protection and Obstetrics Service in achieving a significant reduction in infant mortality is demonstrated. At present, the issue of reducing the birth rate in Russia is acute, the influence of economic and social factors is revealed. On the basis of the conducted studies, the need to increase the level of economic security of the country and regions is noted, which in turn depends on the quality of human capital, the impact on it of the state of health of the population, which necessitated the determination of priorities for the development of Russian health care. The author’s integrated approach is proposed, which includes a complex system of necessary measures in all areas of improving medical and demographic indicators, the participation of federal and regional health authorities. The expediency of the author’s proposals is confirmed by the progress achieved in certain priority areas at the national and regional levels.
