DIGITALIZATION OF THE AGRICULTURAL LAND USE AND PROTECTION: LEGAL FOUNDATIONS, CURRENT STATE, TRENDS

The article is devoted to the analysis of the legal foundations, the current state and trends of digitalization of the use and protection of agricultural land, as well as public administration in this sphere of public relations. The purpose of the study is to determine the prospects for the introduction of the digital paradigm into the system of public administration of the use and protection of agricultural land. The hypothesis of the study is to compare the economic demands of digitalization, the real benefits of introducing new technological solutions, as well as the practical economic and legal feasibility of these measures. In the framework of this study, general (general scientific) research methods were of particular importance. These include: historical analysis; identification of factors influencing the state of the modern stage of social development in all its diversity and manifestations environmental, legal, political, economic, social, civilizational factors; comparative analysis; induction/deduction. The applied (private) scientific methods of this research include: formal-logical, historical-legal and comparative-legal methods. Through the peculiarities of the use and protection of agricultural lands, the author reveals the need to introduce new technological solutions within the framework of the paradigm of digitalization of the organization of agricultural land use and protection of agricultural lands. Special attention is paid to updating the Unified Federal Information System of agricultural lands. It is concluded that the existing list of information in this register does not reflect the requests for the rational use of agricultural land and their protection in the context of digitalization. That is why the author proposed to add additional information to the Unified Federal Information System of agricultural lands, on the basis of which the digitalization of agricultural land use will be ensured. Through the prism of the study of various approaches to the concept and mechanism of digitalization in the field of agricultural land use, the author’s conclusions on the directions, including legal ones, of improving the digital paradigm in this area are formulated.
