ON THE FORMATION OF A SYSTEM OF LEGAL REGULATION OF ARTIFICIAL INTELLIGENCE

Artificial intelligence technology is playing an increasingly important role in the life of the state, society and the individual every day. Not only the quality of our lives, but also the economy and security of the country depend on its development and effective application. On the one hand, there is a need for its accelerated implementation and improvement; on the other hand, it is necessary not to forget about certain risks that are associated with this. Due legal regulation will make it possible to have a positive impact on both directions. The quality of medicine and education, the sustainability of economic growth, the development of the transport sector and much more depend on the use of artificial intelligence. However, with the development of technology, new legal issues arise that require systemic regulation. The rapid development of technology leads to its uncertainty. There are more and more real threats when using it. It is vital to be at the forefront of the development and implementation of digital technologies, including artificial intelligence systems, based on the emerging reality. This fact shows the importance of introducing legal support that contributes to the accelerated development of artificial intelligence and certainly its safe application. The timely development and introduction of a full-fledged and comprehensive system of its legal regulation in our country is extremely relevant. At the same time, it is advisable to include in it a basic federal law and subordinate legal acts regulating the main provisions on the design, application and development of technology, guaranteeing and promoting its safe use in all vital areas. They should define the rights and obligations of developers and users, as well as contain comprehensive measures to stimulate the development of technology, taking into account domestic and foreign experience.
