INFLUENCE OF HUMAN CAPITAL MIGRATION ON THE ECONOMIC GROWTH OF RUSSIAN REGIONS: ECONOMETRIC ANALYSIS

Annotation:

The current development stage in most countries of the world is characterized by the increasing mobility of capital and labor resources. In particular, in many countries, highly productive workers tend to move from depressed regions to the most affluent ones. This tendency can be regarded as the migration of human capital between different territories within one state. Therefore, an important task is to assess the contribution of the migration of the most talented workers to the divergence dynamics of socio-economic development of regions within one country. The present paper is one of the attempts to solve the identified problem for the Russian Federation for the period from 2014 to 2021. The study aims to confirm or reject the hypothesis that the migration of talented youth between Russian regions in 2014–2021 significantly influenced the growth of inequality in the socio-economic development of various subjects within the federation. The study used econometric methods and tools of the theory of production functions. In particular, the author conducted a comparative analysis of several fixed-effects models in terms of their quality and statistical significance. The study clearly demonstrates that the migration of talented youth between regions of the Russian Federation does not have a significant impact on the divergence in the socio-economic development of different regions of the Russian Federation. Moreover, the growth of human capital in most regions of Russia occurs for the most part not due to the relocation of highly productive workers to most affluent regions of the country, but under the influence of other factors.
