The paper examines the difficulties faced by specialists when examining the results of work performed on street repairs and landscaping, the causes of their occurrence and ways to eliminate them. At the same time, the emphasis is placed on regulatory legal and technical flaws and gaps in legislation, imperfection of design estimates and contractual documentation, as this in the vast majority of cases does not allow for a full and qualitative assessment of the results of work. The authors summarize the existing shortcomings, reveal some of the methods used by contractors to reduce the cost of work and their possible negative impact on the final results, and formulate and systematize solutions for customers (including municipal ones) to minimize the likelihood of acceptance of substandard work performed under a construction contract. According to the authors, the most effective is implementation in the technical specification, which is an integral part of the agreement (contract), of the following regulatory legal and technical documents: Decree of the Government of the Russian Federation dated June 21, 2010 No. 468 “On the procedure for conducting construction supervision during the construction, reconstruction and overhaul of capital construction facilities”; SP 59.13330—2020 Accessibility of buildings and structures for low-mobility groups of the population; SP 78.13330—2012 Highways; SP 82.13330—2016 Landscaping of territories. The legal basis in the form of standardization documents for materials, products and structures, the use of which must be provided for when performing work is essential. The results obtained by the authors are aimed at ensuring a balance of public and private interests when conducting construction supervision in the field under consideration and addressing a number of regulatory gaps. |
