The article examines the role of civil society institutions in preserving the historical memory and cultural and spiritual values of Russia, as well as the legal basis for their interaction with public authorities. The legislative framework is studied, including the norms of the Constitution of the Russian Federation, memorial legislation and federal laws on nonprofit organizations and volunteerism, which regulate the interaction of the state and public organizations in this area. The analysis of legislative acts adopted from 1991 to 2025 and law enforcement practice on the subject of the study show, on the one hand, the constant attention of the legislator to regulating relations in the field of memorial issues, on the other – a clear underestimation of the potential of civil society institutions in the field of preservation and protection of historical memory. Gaps and shortcomings of legal regulation are identified. Special attention is paid to the activities of such large-scale projects as the Immortal Regiment, the search movement, and the exposure of historical distortions that not only contribute to the transmission of historical heritage, but also strengthen the bond between generations. It is concluded that the Decrees of the President of the Russian Federation, which establish strategic directions and lay the foundations for interaction between public authorities and civil society institutions in activities aimed at spreading reliable and scientifically based historical knowledge in society, are of crucial importance in preserving and protecting historical memory. The study reveals a steady trend towards increased interaction between government agencies and civil institutions, which contributes to social consolidation. The need for further development of partnerships is emphasized in order to preserve cultural heritage and effectively counter attempts to distort history. |
