In the context of increased attention to issues
of ensuring technological sovereignty, there is a need to under-
stand the features of the institutional environment and the tools to
ensure it. In this regard, the paper considers foreign approaches
to the use and interpretation of technological sovereignty. Coun-
tries such as France, Germany, Italy, Denmark, Sweden and Nor-
way were selected for the review. A comparative analysis of the
lists of key technologies (critical technologies) was carried out.
The study assumes that the concepts of technological sove reignty,
digital sovereignty, digital security and cybersecurity are simi-
lar. As part of the analysis of foreign experience, regulatory legal
acts and official publications of the European Union and Norway
on the topic of technological sovereignty were analyzed. Based
on the results of the analysis, it was determined that mainly issues
of technological or digital security are defined in the strate-
gies or official publications of individual executive authorities. The author notes the authorities whose powers include ensuring
technological sovereignty or cybersecurity. Among other things,
the experience of the countries under consideration in the forma-
tion of such an aspect of the institutional environment as special
government agencies is presented. The author of the article notes
that in most cases such state bodies are advisory, whose powers
include advising the government or the bodies under whose juris-
diction they are. In addition, the paper provides an overview
of the tools used in foreign countries to ensure technological
sovereignty. In most cases, these tools are plans or programs
for financial support of research and innovation in the fields
of high, green or digital technologies. |
