The article presents a comprehensive analysis and systematization of Russian and foreign experience in building systems of analysis and forecasting in the field of public finance management. The authors emphasize the increasing role of these tasks in the context of instability and modern geopolitical challenges. The relevance of the work is due to the increased need for highly accurate and prompt forecasts in modern turbulent conditions for the formation of adequate budget, tax and monetary policies. The work considers key domestic developments in this area, including models of RAS institutes (Central Economic and Mathematical Institute of RAS, Institute of National Economic Forecasting of RAS), leading research centers (Center for Macroeconomic Analysis and Short-Term Forecasting, Gaidar Institute for Economic Policy) and the most advanced macroeconomic model of the Bank of Russia. The most developed foreign systems of analysis and forecasting used by government bodies of such countries as the USA, China, Great Britain, the UAE, Brazil, and Israel are also analyzed. Particular attention is paid to the architecture of the system, its structural features, underlying methods and models, time horizons of analysis and forecasting, as well as practical application. The main advantages and disadvantages are highlighted for each system. The general problem of insufficient openness of methodological and technical documentation of such systems is noted, which complicates their deep comparative analysis. Based on the comparative analysis, the authors formulate a number of strategic recommendations for the development of Russian systems, including the introduction of a modular design principle, the creation of a single source of forecasts for all government agencies, the development of regional and industry sections, the active implementation of artificial intelligence methods and ensuring transparency through the publication of simplified versions for the expert community. |
