Annotation:

The most popular topic of discussion among domestic and foreign experts in recent years is the complex of sectoral restrictions in the oil and gas sector of Russia. It is recognized that Western sanctions have become an important factor in its dynamics. In the context of sectoral restrictions, scientists and specialists are making active attempts to plan scientific, technical, environmental, technological development and innovative improvement of the oil and gas complex, taking into account the potential of the country’s institutional and infrastructural system, considering alternative possibilities for import substitution of special equipment in this industry, and developing possible ways to mitigate sanctions from the EU and the USA. The situation is complicated by the fact that the prospects for developing oil and gas projects in our country are directly related to world oil prices. The threshold value of $ 100 per barrel opens up new horizons or, on the contrary, determines the unprofitability of oil production. The scale of these pro jects actualizes the issues of their management, as well as the role of the state as an active entity on which the development of this industry in the country depends. Tax incentives and public investment partially mitigate the unfavorable global market conditions that have developed in recent years. In addition, global trends in energy policy are aimed at replacing fossil fuels with renewable energy sources. This is the so-called fourth energy transition. As for the forecasts of the speed and pace of such a transition, they are very vague and uncertain. Consequently, oil and gas projects as an object of management, their trends and development prospects go beyond national interests and domestic macroeconomic conditions, and represent a mega-model of economic management in the implementation of complex and capital-intensive programs.
